Biden Administration Releases Spring 2024 Regulatory Agendas

The Biden Administration released the Spring 2024 Regulatory Agendas summarizing the White House’s major regulatory plans across federal agencies. These include new Regulatory Agendas detailing major rulemaking efforts for the remainder of President Biden’s first term for the Department of Labor, the National Labor Relations Board, the Treasury Department, the Transportation Department, and the Federal Trade Commission, among others.

Of particular interest to SWACCA, at the Department of Labor: (1) the Employment and Training Administration has a goal of next month for finalizing the pending rule on “National Apprenticeship System Enhancements” on which SWACCA filed adverse comments in March 2024; (2) the Occupational Safety and Health Administration (OSHA) plans to publish by next month its long-awaited proposed rule on heat injury and illness in indoor and outdoor settings for which pre-publication text was released last Tuesday and on which SWACCA submitted comments with AWCI in January 2022; (3) OSHA also plans to publish by September 2024 its final rule on personal protective equipment in construction on which SWACCA submitted comments with IUPAT in September 2023; (4) OSHA also plans to publish its final rule on Occupational Exposure to COVID-19 in Healthcare Settings by December 2024; and (5) the Employee Benefits Security Administration plans to finalize its proposed rule implementing provisions of the Mental Health Parity and Addiction Equity Act by the end of this month.
