Bipartisan Group of Lawmakers Urge Congressional Leadership to Act on China Competitiveness Legislation

Senator Mark Kelly (D-AZ) led a bipartisan group of 142 House and Senate lawmakers in urging congressional leadership to act on China competitiveness legislation entitled S. 1260, the Bipartisan Innovation Act (formerly known as the U.S. Innovation and Competition Act.)

As you may recall, this legislation included SWACCA-championed provisions applying Davis-Bacon prevailing wage protections to the tax incentives authorized under the bill to build domestic semiconductor manufacturing capacity. The lawmakers urged leadership to go to conference on the different versions of the China competitiveness bills passed separately by the House and Senate, saying that “it is imperative that the U.S. rapidly expand domestic semiconductor manufacturing capacity.”
