House Passes China Competitiveness Legislation with Davis-Bacon Provisions SWACCA Fought to Secure
This morning, the House of Representatives passed the America COMPETES Act (H.R. 4521) by a vote of 222-210. This is the House companion bill to S. 1260, the U.S. Innovation and Competition Act which included SWACCA-championed provisions applying Davis-Bacon prevailing wage protections to the tax incentives authorized under the bill to build domestic semiconductor manufacturing capacity.
We are pleased to report that both the House and Senate versions of these bills maintained the Davis-Bacon provisions we fought for. Both bills will now head to a legislative conference, where the differences between both bills will be resolved. During this time, SWACCA’s D.C. team will be working to ensure that the Davis-Bacon provisions we advocated for are maintained in the final version of this legislation.
