House Conservatives Float Halting Business on the House Floor in Protest of Continuing Resolution Keeping the Federal Government Open Until Early March

Following passage of the continuing resolution to fund the federal government through early March that required Democratic votes for passage, conservative Republicans in the House Freedom Caucus are reportedly threatening to routinely hijack messaging bills pushed by GOP leadership as an act of retaliation against House Speaker Mike Johnson (R-LA).

Under former Speaker Kevin McCarthy (R-CA), Freedom Caucus members routinely refused to vote in favor of rules on the House floor—essentially grinding legislative business in the House to a halt—in protest of bipartisan deals passed by the House. Now, after Johnson was forced to rely on Democrats to keep the government open, House conservatives are threatening to return to their hardball tactics. The threat to oppose rule bills comes as some House Republicans, like Rep. Chip Roy (R-TX), also said that using the motion to vacate against Speaker Johnson is “on the table,” which could lead to Johnson facing removal from the Speakership almost three months after Speaker McCarthy was removed in October 2023.
