HELP Committee Ranking Member Cassidy Urges Labor Secretary to Withdraw Proposed Rule on “National Apprenticeship System Enhancements”

Senate Health, Education, Labor, and Pensions (HELP) Committee Ranking Member Bill Cassidy (R-LA) sent a letter to Labor Secretary Julie Su urging her to withdraw the Department of Labor’s January 17, 2024 proposed rule on National Apprenticeship System Enhancements on which SWACCA submitted comments on March 18, 2024.

In the letter, Senator Cassidy complains that the proposed rule “would eliminate the competency-based and hybrid models of apprenticeships” and limit registered apprenticeships to those based on the “amount of time spent in on-the-job learning.”  He further expresses concern that the proposal creates “an unnecessarily daunting paperwork burden” that will “deter participation” in registered apprenticeship. The letter also objects to the proposed regulation because it “revokes State Apprenticeship Agencies’ authority to recognize suitable occupations in their states” and “imposes additional burdens on states and forces them and apprenticeship sponsors to adopt ideological policies that may not pass legal scrutiny.”
