Rep. Clay Higgins Introduces Resolution to Nullify SWACCA-Supported Project Labor Agreements Final Rule

Last night, Rep. Clay Higgins (R-LA) introduced H. J. Res 132, a Congressional Review Act (CRA) resolution of disapproval to rescind the Federal Acquisition Regulatory (FAR) Council’s SWACCA-supported final rule mandating the use of project labor agreements on federal construction projects estimated at $35 million or more, which took effect on January 22, 2024. This final rule implements President Biden’s February 4, 2022 Executive Order 14063, on the “Use of Project Labor Agreements For Federal Construction Projects.”
