SWACCA Joins CEA in Supporting Amendment to NDAA to Speed Payments for Change Orders on Federal Construction Contracts
Today, SWACCA joined its allies in the Construction Employers of America in sending a letter to House Republican and Democratic leadership expressing the group’s support for the Small Business Payment for Performance Act, an amendment to the fiscal year 2024 National Defense Authorization Act that would require federal agencies to make timely partial payments for agency directed changes to a federal construction contract.
Specifically, the amendment would require federal agencies to make interim partial payments to their construction prime contractors for unilateral changes to contract performance directed by federal agencies. This important reform will, in turn, speed payments to specialty construction contractors and subcontractors who shoulder the burden of unilateral agency changes on federal construction contracts.
