Senate HELP Committee Fails to Advance Looman Nomination to Full Senate Due to a Technicality

The Senate Health, Education, Labor, and Pension (HELP) Committee failed to advance the SWACCA-supported nomination of Jessica Looman to lead the Department of Labor’s Wage and Hour Division due to a failure to appreciate a technicality with Senate rules. While the HELP Committee voted 11-10 to advance Looman’s nomination, Sen. Bob Casey (D-PA) voted in favor of Ms. Looman by proxy. Senate rules do not allow the deciding vote on a panel confirmation vote to be by proxy, making the committee unable to report her nomination favorably.

Notably, Republican Sens. Lisa Murkowski (AK) and Susan Collins (ME) voted “no” on Looman’s nomination during today’s mark-up, reversing their position on the nomination from last Congress. Senate HELP Chair Bernie Sanders (I-VT) said he will schedule another vote on her nomination in the future but declined to provide a date.
