President Biden Signs Executive Order Establishing New Safety and Security Standards on Artificial Intelligence

This afternoon, President Joe Biden signed an Executive Order (E.O.) on “Safe, Secure, and Trustworthy Artificial Intelligence,” to establish new safety and security standards on artificial intelligence (AI).

Specifically, the E.O. directs the following actions: (1) the development of principles and best practices to mitigate the harms and maximize the benefits of AI for workers to prevent employers from undercompensating workers, evaluating job applications unfairly, or impinging on workers’ ability to organize; (2) to produce a report on AI’s potential labor market impacts and to study and identify options for strengthening federal support for workers facing labor disruptions, including from AI; (3) the establishment of standards and best practices for detecting AI-generated content and authenticating official content, including directing the Commerce Department to develop guidance for content authentication and watermarking to clearly label AI-generated content; and (4) to promote innovation and competition by expanding the ability of highly skilled immigrants and non-immigrants with expertise in critical areas to study, stay, and work in the United States by modernizing and streamlining visa criteria, interviews, and reviews.
