SWACCA Submits Comments to U.S. DOL regarding Industry-Recognized Apprenticeship Programs.

The U.S. Department of Labor (DOL), Education and Training Administration recently solicited comments concerning the proposed information collection request titled, “Industry-Recognized Apprenticeship Programs Accrediting Entity Information.”  The request covered the Department’s Training and Education Notice 3-18, which describes the framework proposed by DOL for Industry-Recognized Apprenticeship Programs (IRAPs), and the related form drafted by the Department for use by third-party entities seeking accreditation to certify IRAPs.  SWACCA’s comments focused on three points: 1) the IRAP framework, including the third-party accreditation structure, are subject to the Congressional Review Act; 2) the IRAP framework will benefit significantly from enhanced information disclosure and public review; and, 3) the proscription of construction industry IRAPs should be clarified and made permanent.  You can read SWACCA’s comments here.
