SWACCA Joins CEA In Support of Norcross Amendments to the INVEST Act

Today, SWACCA joined other members of the Construction Employers of America (CEA) in sending a letter to the House Rules Committee in support of four amendments to the Investing in a New Vision for the Environment and Surface Transportation (INVEST) in America Act (H.R. 2) that would support quality registered apprenticeship programs.

The amendments submitted by Congressman Donald Norcross (D-NJ): (1) ensures that specific grant funds under the legislation are allocated to contractors and subcontractors who have an existing partnership with at least one sponsor of a registered apprenticeship program; (2) defines “qualified apprenticeship” as it relates to the new Projects of National and Regional Significance under the bill as being: (a) registered with the Office of Apprenticeship of the Employment Training Administration of DOL pursuant to the National Apprenticeship Act (NAA); or (b) registered with a state apprenticeship agency recognized by the DOL Office of Apprenticeship; (3) strikes "workforce development and training" under section 22111(d) and instead adds pre-apprenticeship training associated with a registered apprenticeship program; and (4) requires workforce development boards created by the underlying bill to engage with registered apprenticeship programs to facilitate marketing and recruitment efforts.
